Consensus Framework: An ethical multi-stakeholder platform to ensure the association between the pharmaceutical sector, healthcare professionals and patients.

During the VI Russian Congress of Patients “State and citizens in building patient-oriented health care in Russia”, which was held on November 12, 2015, Association of International Pharmaceutical Manufacturers and Russian Patients Association signed Consensus Framework of reciprocal understanding, which sets the following core ethical principles of activity: priority to patient’s interests, high standards of medical care, partnership in the health care sector in order to improve the availability and quality of medical service and overall development of healthcare system, as well as ensuring the independence of ethical standards of activities.

The Consensus Framework aims to promote greater transparency in the interaction of pharmaceutical, medical and patient communities. At its foundation consists of the norms of the AIPM Code of Practice and “Code of ethics of patient’s public associations, union for the protection of patient’s rights and non-profit institutions, working in the interests of patients”, that establish additional requirements for member organizations on top of the current legislation of the Russian Federation.

On behalf of the Russian Patients Association, the Consensus Framework was signed by co-chairmen Y. Vlasov and Y.Zhulev, on behalf of the AIPM –by Executive Director V. Shipkov.

“We are very pleased and proud that we sign the Consensus Framework of reciprocal understanding with the AIPM, which aims to solve a huge number of problems arising during the interaction of patient communities and pharmaceutical companies” – says Yan Vlasov, President of the Russian public organization of disabled people with multiple sclerosis and co-chairman of the Russian Patients Association.

“Consensus Framework determines that the interaction between the pharmaceutical business and patient’s organizations is based on donations, which fully complies with Russian legislation. Any donation should be transparent, accountable and used in the target needs. Basically, these are very vital standards, which we will consolidate and actively promote” - mentions Yuri Zhulev, President of the Russian Hemophilia Society and Co-Chairman of the Russian Patients Association.

 “The purpose of the Consensus Framework is the consolidation of fundamental ethical principles of parties’ activities. This foundation of civilized relations is applicable both for AIPM and the Russian Patients Association, as well as third parties, including representatives of medical community. I am sure, sooner or later, other participants will join this Consensus Framework, which serves for the development of open and transparent relations.” – considers Vladimir Shipkov, Executive Director of AIPM.
